Residential rates change
Time-of-Use customers pay off-peak rate until May 31, 2020
Effective, March 24, 2020, the Government of Ontario announced that customers who pay Time-of-Use (TOU) electricity rates will be charged the off-peak rate of 10.1 ¢/kWh for all electricity usage, 24 hours a day, seven days a week. The government has extended this temporary emergency relief to TOU customers until May 31, 2020.
Decrease in your Delivery Charge as of March 1, 2020
On March 1, 2020, Toronto Hydro reduced the distribution portion of the Delivery Charge on your bill by 17.4%. The decrease reflects changes in distribution rates approved by the Ontario Energy Board (OEB) as part of Toronto Hydro's 2020-2024 rates application.
As a result, a typical residential customer consuming 750 kilowatt-hours (kWh) will experience an average decrease of $5.60 on their total monthly bill, including HST and the Ontario Electricity Rebate (OER). Over the past few weeks, customers began receiving the benefit of the rate relief associated with this change.

Time-of-Use (TOU) rates
In response to the COVID-19 pandemic situation, the Government of Ontario issued an Emergency Order under the Emergency Management and Civil Protection Act. As a result, from March 24 to May 31, 2020, residential customers on TOU pricing will pay the off-peak rate of 10.1 ¢/kWh no matter what time of day the electricity is consumed.
This means that TOU customers will be paying the off-peak price throughout the day as long as the Emergency Order remains in place. The government has indicated that it intends to keep the 10.1 ¢/kWh pricing in place until May 31, 2020. The 10.1 ¢/kWh pricing applies automatically – no customer action is required.
